Abstract

This article explores innovative approaches to personnel training in the context of Uzbekistan’s evolving economic and social landscape. It begins by outlining the global trend toward innovation-driven development and highlights the increasing need for highly skilled personnel as a foundation for competitive and sustainable economic growth. Despite existing strategies, a significant knowledge gap remains in aligning educational outcomes with the dynamic demands of innovation economies. The study adopts a qualitative analysis method, utilizing national policy documents, statistical data, and comparative insights to examine current practices in human resource (HR) selection, training, and management.

Findings reveal that traditional personnel selection mechanisms are insufficient for nurturing innovative human capital. There is a pressing need to modernize HR strategies, enhance university-industry collaboration, and foster research-driven education. The analysis underscores the role of higher education institutions in shaping innovative personnel by embedding creativity, research engagement, and problem-solving into training models.

The results indicate that overcoming structural contradictions—such as mismatches between production demands and qualifications—requires integrated policies focusing on motivation, skill development, and organizational adaptation. Implications point toward establishing specialized innovation training centers, reforming incentive structures, and creating mechanisms for continuous professional development to ensure workforce readiness for an innovation-oriented economy.
